This RTI-9 (Page 1, 2, 3 and 4) reveals the extra amount the Delhi government charges from the people on electricity bills in the name of fixed charges, surcharges, pension funds, PPAC charges, energy charges, and other charges. AAP claims to provide free electricity to the state of Delhi but is charging a whopping ₹1,30,000 Crores in name of various charges. Page 1 shows the questions asked in the RTI.

AAP in Delhi has collected a whopping ₹20,994 crores from the people of Delhi on Electricity bills in name of various charges. The Domestic electricity bill may have reduced, but various charges on business and commercial users increased their electricity bill by 40%. In 2020, the Delhi government increased the tariff for most non-domestic users, resulting in non-individual users paying higher tariffs. In addition to the onslaught against shopkeepers and traders, industrial users in Delhi, too, have been asked to pay 6.8% more towards electricity charges in 2020 than they did the year prior. Thus, the AAP government has cross-subsidized its poorly-formulated subsidies to shift the cost burden across residents of Delhi.

AAP in Delhi has collected close to ₹1,34,866 Crore since 2015-21 from the people of Delhi on Electricity bills in the name of energy charges. Hence the promise of giving free electricity seems to be nothing more than a scam and jumla, with whatever trivial benefit for domestic users being funded from the pockets of non-domestic users, like shopkeepers, traders and industrialists.
The AAP government puts on a great show about providing the citizens of Delhi with “free electricity,” however, the reality is that it has merely ‘passed the bill’ to traders, farmers and industrialists by raising charges for non-domestic consumers to fund its ill-conceived subsidy. Additionally, while claiming to provide a power subsidy, which only applies to consumers using below 400 units per month, the AAP government has continually raised various charges even for domestic consumers, collecting a whopping ₹1,34,866 Crores over the past six years.
