Kejriwal's 10 Guarantees or Paap

Delhi’s election manifesto made promises about 10 Guarantees, which were dubbed as Kejriwal’s 10 guarantees. It included Guarantees regarding Water, Electricity, Health, Transportation, Education Waste Management and Environment

Jagmagati Delhi

Promises made

  • Promise of underground cables
  • 24 hours uninterrupted power supply
  • Free 200 units of electricity.

REality

  • The tangled and loose hanging high-tension electrical wires running across almost all residential colonies in Delhi are a common sight and this has over the years taken away many lives which have been lost due to electrocution and fire. The Sunday Guardian reported that over the last few years, at least 1,000 calls of short circuit have been received by the Delhi Fire Services (DFS) and all of them, according to DFS officials, were due to the loose hanging high-tension wires which caused the fire
  • With respect to 24-hour uninterrupted power supply promise, Arvind Kejeriwal had claimed that Delhi is the only city in India to have uninterrupted 24 hour power supply. This claim was debunked by angry Delhi citizens across social media stating that they have power cuts for extended periods of time every single day. Several fact checking websites also have debunked this claim of his. Kejriwals’s claim of 24 hour uninterrupted power supply still stays unfulfilled.
  • Free 200 units of electricity - AAP’s promise of 200 units free electricity is valid on paper. But it came with a massive astrix, that the moment the user uses one more unit of electricity i.e if the consumer uses 201 units instead of 200, the consumer has to pay for the entire 201 units of electricity. Hence his claim of providing free 200 units of electricity to citizens of Delhi is highly misleading.

Piped Drinking Water to Every Household

  • To provide piped drinking water to every household in Delhi.
  • To provide 20,000 liters of free water supply.

Analysis

  • AAP claims that so far it was able to provide 93% of all households access to piped drinking water. The true fact behind this highly publicized 93% piped drinking water in Delhi is that it was majorly done by the Government of India’s Jal Jeevan Mission. The stakes of Delhi Government was very little in this and hence their claim of Delhi government providing piped drinking water is highly misleading.
  • On paper the Delhi government has implemented free 20,000 liters free water to its citizens but it comes with a very similar caveat to the free electricity. Upon using a litre more of water, the citizens will have to pay not only for the entire 20,001 liters of water but also at a rate which is 20% higher than the normal Delhi water rates. Hence their claim of free 20 thousand liters of water is extremely misleading

India's Best Education Facility

  • World-class education facilities to be made available for every child.

Analysis

  • The Aam Aadmi Party is still struggling to provide world-class education facilities to every child in Delhi which is a very vague and ambiguous promise per se. Not only have they done very little to what they promised but also the infrastructural progress with respect to school has come down. Only 20 new pucca school buildings have been constructed since Kejriwal made the claim. AAP’s promise with respect to school remains unfulfilled.

Affordable, Accessible and Advanced Healthcare Facilities

  • Holistic Healthcare facilities to be provided through Mohalla Clinics and state-of-the-art hospital

Analysis

  • The promise of AAP to provide holistic Healthcare facilities to be provided through Mohalla Clinics and state-of-the-art hospitals remains unfulfilled
  • The Delhi government admitted officially in the High Court in 2019 that 35 government hospitals were in dilapidated conditions with inadequate manpower. Even the Supreme Court pulled up the Delhi government in June 2020 for the deplorable condition of hospitals and mismanagement of Covid treatment. The State witnessed 25,000 Covid deaths. More than 103 doctors died during the pandemic in the State
  • When it comes to Mohalla clinics, AAP has failed to achieve its own target of establishing 750 Mohalla Clinics. Only 496 Mohalla Clinics have come to existence. Even out of these 270 were lying closed in March 2020 and those in operation are the worst examples of management and working in Covid-19 crisis. These over-hyped Mohalla Clinics were of no use to the common public of Delhi during Covid-19 pandemic. 
  • AAP failed miserably in providing accessible and affordable health care to the citizens of Delhi

Biggest and Cheapest Public Transportation System

  • To increase 11,000 buses and over 500km metro stretch for last-mile connectivity and 
  • To provide a free bus ride scheme for students along with women.

Analysis

  • The promise of enhancing transportation infrastructure by increasing the number of buses stands unfulfilled, as only 3,760 buses are operating in DTC against the promised 11,000.
  • One of the biggest promises of AAP was to provide free bus service for the students of the state. To this date, AAP hasn’t taken any action against it and the promise remains unfulfilled.

Pollution Free Delhi

  • Yamuna to be cleaned and rejuvenated
  • Over 2 crore trees to be planted for a greener Delhi
  • Reduce Pollution to a third of current levels

Analysis

  • AAP promised that Yamuna would be cleaned and rejuvenated. Like all other promises rejuvenating Yamuna also seems forgotten by AAP, the condition of the river has worsened over the period of time and government’s negligence to it is a shock. Like all the other promise, Yamuna rejuvenation also stays unfulfilled 
  • There has not been any particular policy or programme with respect to increasing the tree cover in Delhi. The Delhi government finds more time in petty politics than looking after the environment. It was stated that the government will plant 2 crore trees, there is no news of even 1 plant being planted under the Government of Delhi initiative let alone 2 crore. 
  • Delhi government stated that they will reduce the pollution to one third of 2020 level. In their(AAP’s) recent election spurt they have promised in Punjab that the farmers in Punjab will be freely allowed to burn their crops once harvesting is done. This will only result in the increase in pollution in Delhi. This proves that AAP and Kejriwal have zero commitment towards the public welfare and all they care about is power and money. The promise remains unfulfilled

Clean Delhi, Bright Delhi

  • Delhi will be made garbage and debris-free

Analysis

  • AAP promised that Delhi will be made garbage and debris-free. AAP has taken no action in this area. The honorable courts had to intervene multiple times in the issue regarding waste management. The Supreme Court expressed that Delhi was facing an "emergency situation" due to mountains of garbage and had expressed their dissatisfaction over the response of authorities on waste management. Till now the Delhi government is not able to bring the situation under control let alone  making Delhi garbage free. Another promise unfulfilled.
  • However, the Municipal Corporation of Delhi that comes under BJP has taken action and launched a week-long intensive sanitation campaign “Garbage Free Delhi” in August, that was in line with Prime Minister Narendra Modi’s call to make cities garbage-free

Safer Delhi for Women

  • Mohalla Marshals' to be appointed for enhanced security, in addition to CCTV cameras, streetlights, and the bus marshals

Analysis

  • For women safety in Delhi, AAP promised to appoint Mohalla Marshals’, in addition to this, it also promised to install CCTV cameras, streetlights, and bus marshals. There were no actions taken and the promise still remains unfulfilled

Basic Amenities for Unauthorized Colonies

  • Unauthorized colonies to be provided access to good roads, clean drinking water, sewage system, Mohalla Clinics, and CCTV cameras

Analysis

  • The unauthorized colonies remain the biggest vote pullers for the AAP party, and hence one would think that due to which extensive developmental projects will be conducted in those areas. But AAP proves otherwise. The condition of unauthorized colonies remains extremely bad. The facilities that AAP promised are yet to reach these areas. The promise remains unfulfilled.

Jahan Jhuggi, Waha Makan

  • Slum-dwellers of Delhi to be provided pucca housing for a dignified living condition

Analysis

  • The Delhi government took no action on fulfilling the promise ‘Jahan Jhuggi, Wahin Makan’. Dignified homes for the slum dwellers still remains a distant dream
